Anne Arundel County permits
Broadneck Peninsula homes, salt air near the shoreline, county permits, and the panel questions Arnold owners should settle before a Level 2 install.

Severna Park and five nearby communities. Four follow Anne Arundel County rules. The City of Annapolis runs its own permits. Here is how to tell which applies to you.
Before you call
Look at the top of your power bill. It names the company that delivers your power. BGE serves much of Anne Arundel County, but your bill is the proof. Your utility matters for service upgrades and for bill-savings programs listed on the rebates and incentives page.
Check your property tax bill. If it shows a City of Annapolis tax, the city's Department of Planning and Zoning issues your permit. If not, Anne Arundel County's Department of Inspections and Permits does. Your mailing city does not decide this.
Both the county and the City of Annapolis use the 2020 NEC, as of October 2026, and each adds its own local amendments. Your electrician follows the set that matches your property.

Many homes outside Annapolis city limits still get mail addressed to "Annapolis." That mailing name comes from the post office, not from the government that issues permits. A house on the Broadneck Peninsula or near the South River can carry an Annapolis address and still sit in unincorporated Anne Arundel County.
This matters because each office has its own portal, its own fee schedule, and its own amendments to the code. A county property applies through the county's Land Use Navigator. A property inside the city applies through the city's Citizen Self Service portal. The permits and inspections guide walks through the county process step by step.
The City of Annapolis has its own government, its own electrical code chapter, and its own permit staff. Homes in the city's Historic District face one more step: the Historic Preservation Commission approves exterior changes there. A charger mounted on a visible wall may need that approval before work starts. The Annapolis guide covers the city in full.
Everywhere else on this page, from Arnold and Pasadena to Odenton and Millersville, is unincorporated county land. Those areas share one permit office and one set of county amendments. What changes from place to place is the housing, the parking, and how close you live to the water.
Waterfront lots near the Magothy, Severn, and Patapsco rivers often need outdoor-listed gear and a careful mounting spot. The outdoor and driveway charger guide explains enclosure types and salt air. Older homes may need a load calculation or a panel upgrade before a 48 amp charger fits.
Townhome and condo communities bring association rules into the picture. Maryland law limits how far an association can restrict a charger, and the condo and HOA guide explains the details. Shops and offices along the main corridors can read the commercial and workplace guide.
